Statement of Licensing Policy 2021- 2026
The Licensing Act 2003 established a single integrated scheme for licensing premises which are used for the sale or supply of alcohol, to provide regulated entertainment and to provide late night refreshment.
The Licensing Policy Statement sets out the local licensing strategy and provides clarity for everyone, including local residents, businesses and licence applicants, who will be able to refer to the statement when making representations or when preparing their applications. It does not include procedures for making applications or holding committee hearings as these matters are covered by separate guidance and procedure documents.
The general principles of the Policy focus on the Licensing Act's four licensing objectives, which are of equal importance, and are namely:
- the prevention of crime and disorder;
- ensuring public safety;
- the prevention of public nuisance; and
- the protection of children from harm.
Whilst promoting Public Health is not a specific licensing objective the Council recognises that the licensing function has a role to play in reducing the harms caused by excessive alcohol consumption. The Council’s Licensing Team will continue to work with partners, in community safety, the police and public health, wherever possible to achieve better local health outcomes.
The Council recognises that well-run licensed premises make our town centres and wider environment safe and more enjoyable places to visit; as well as making a valuable contribution to the local economy. We will therefore ensure that all existing and prospective operators of licensed premises and sites, receive the right guidance and help to promote the licensing objectives.
Since its initial adoption in 2005, the Policy has been kept under review, and whilst there have been some minor revisions during the last 16 years there have not been any significant issues or material changes that we feel would compromise the existing policy.
The original Policy was produced and updated after consultation with many representative organisations and statutory bodies specified in the 2003 Licensing Act, (eg Parish and Town Councils, the Police and Pollution Control Authorities, representatives of alcohol and entertainment licence-holders), as well as a wide range of other interested parties, stake-holders and individuals.
The Policy has been reviewed and re-published 3 times since its introduction in 2005. The Policy was required to be reviewed every 3 years but this requirement was amended to every 5 years, with the introduction of the Police Reform and Social Responsibility Act 2011 in 2012.
Consultation Exercise 2020-21
The Council's Policy was last reviewed and adopted at a meeting of the full Council in January 2016. View current policy document here [PDF 306 KB].
This Policy has been kept under review and a Draft Policy was approved by the Council's Licensing and Appeals Committee in 2020, so that a consultation exercise could be carried out.
The Council consults widely upon policy statements before finalising and publishing. Comments are welcomed from anyone with an interest in the Council's alcohol, entertainment and late night refreshment licensing responsibilities.

Once the draft Policy has been finalised, it will be referred to a meeting of the full Council to consider amendment, approval and adoption.
The Council will continue to monitor the effectiveness of this policy and will consider changes to the policy in the light of any new legislation and/or developments affecting the local area. It will consult with stakeholders at the time it is considering any such changes. The Council must review and publish this statement of principles every at least 5 years.
