2021 Parish Council by-elections in the Derbyshire Dales - Winster and Monyash.

Two Parish Council by-elections will take place this year. One for one of the five seats in Winster and another for one of the seats in the in Monyash.

Thie election will take place on Thursday 6 May 2021. Derbyshire Dales District Council will administer this election alongside the Derbyshire County Council, Derbyshire Police & Crime Commissioner and District Council elections on the same day.

Voting Method

These elections use the first past the post voting system. Voters cast their vote for a candidate of their choice and the candidate with the most votes wins.



How can I stand as a candidate in the Parish Council by-elections?

You must be:
  • at least 18 years old on the day of your nomination
  • a British citizen, an eligible Commonwealth citizen or a citizen of any other member state of the European Union, and
  • meet at least one of the following four qualifications:
    • You are, and will continue to be, registered as a local government elector for the local authority area in which you wish to stand from the day of your nomination onwards.
    • You have occupied as owner or tenant any land or other premises in the local authority area during the whole of the 12 months before the day of your nomination and the day of election.
    • Your main or only place of work during the 12 months prior to the day of your nomination and the day of election has been in the local authority area.
    • You have lived in the local authority area during the whole of the 12 months before the day of your nomination and the day of election.

Prospective Candidate Briefing

Paul Wilson, the Deputy Returning Officer will held a pre nomination briefing for agents and candidates on Wednesday 17th March. A post nomination briefing will take place on Tuesday 20th April 2021 using Zoom please contact us by email if you are a candidate or agent and interested in attending this briefing. 

Nomination Process

Nominations may be submitted from Monday 29th March, until 4pm on Thursday 8th April 2021. We can accept nominations between 10am and 4pm weekdays (excluding bank holidays).

Nomination papers are available on the Electoral Commission's website. There are different forms for PCC and local elections.

Candidates are encouraged to have their nomination papers informally checked before they are formally submitted. To help keep everyone safe, we are offering informal checks by email. If you would like your papers to be checked informally please email a scanned copy to ro@derbyshiredales.gov.uk 

We will conduct informal checks in the order we receive them. Please submit your nomination papers as soon as possible after 10am on 29th March to ensure we have enough time to check them.

Once we have carried out an informal check please make an appointment to formally submit your nomination papers. Appointments can be made by emailing ro@derbyshiredales.gov.uk 

When formally submitted, nomination papers must be delivered by hand to the Town Hall in Matlock and cannot be sent by post, email or other electronic means.

How can I vote in this by-election?

To vote on Thursday 6 May 2021 you must be registered on the electoral roll or have applied to register by Monday 19 April 2021.

If you want to vote by post, you must be registered to vote, and we must receive your completed postal vote application form by 5pm on Tuesday 20 April 2021.
