DERBYSHIRE DALES DISTRICT COUNCIL DEVELOPER CONTRIBUTIONS SUPPLEMENTARY PLANNING DOCUMENT (SPD) – CONSULTATION DRAFT 2019

The District Council is consulting upon a Draft Developer Contributions Supplementary Planning Document (SPD).

The purpose of Supplementary Planning Documents (SPDs) is to complement planning policy and provide greater detail about the operation of adopted policy within the Derbyshire Dales Local Plan. The Derbyshire Dales Local Plan 2013-2033 aims to protect the environment of the district whilst enabling sustainable development to take place to meet identified needs.

To ensure that sustainable development is achieved, the Local Plan seeks the provision of infrastructure necessary to support new development. Local Plan Policy S10 ‘Local Infrastructure Provision and Developer Contributions’ sets out the expectation that new developments should contribute to both on-site and off-site infrastructure needs. This policy provides the framework for the preparation of the Developer Contributions SPD.

The SPD sets out the basis of the calculation for financial contributions and obligations to be sought from development for the provision of infrastructure necessary to support development. This includes affordable housing, open space, community facilities including for sport and recreation, education, health care, traffic and transportation and broadband.

The SPD also includes suggestions for measures to be provided as part of developments that seek to address the challenges of climate change.  Once adopted the SPD will have statutory weight in the decision making process and will be used in the determination of planning applications.

Consultation on the Draft Developer Contributions SPD runs for six weeks from 7th October to 18th November 2019. Comments received after this time will not be considered. Comments on the Draft Developer Contributions SPD can be made electronically using the Online Survey

All representations duly made during the consultaion period will be considered prior to the District Council adopting the Developer Contributions Supplementary Planning Document. A summary of the main issues and how they have been addressed will be included in an Adoption Consultation Statement in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2012 12(a).
