Brailsford Neighbourhood Plan


Mr Andrew Matheson has been appointed by the District Council to undertake the Examination of the Brailsford Neighbourhood Plan, which commenced on 22nd December 2020.

Regulation 16:  Brailsford Neighbourhood Plan

Brailsford Parish Council, with the help of the Neighbourhood Plan Group and the local community, have prepared a draft Neighbourhood Development Plan for their parish. The Plan sets out a vision for the future of the parish and planning policies which will be used to help determine planning applications in the area.

This plan proposal has been formally submitted to the District Council to be subject to a period of six weeks publicity from 9th November to 21st December 2020. The Draft Neighbourhood Plan and supporting documents can be viewed below:

Regulation 15: submission

Brailsford Parish Council submitted the Neighbourhood Plan (Submission Version), the Consultation Statement and the Basic Conditions Statement to the District Council in January 2018.  The Parish Council is currently updating these documents to reflect in more detail the consultation carried out and comments received.

In accordance with European Directive 2001/42/EC and the associated Environmental Assessment of Plans and Programmes Regulations 2004 a screening report on the draft Neighbourhood Development Plan has been carried out by the District Council to determine whether it requires a Strategic Environmental Assessment (SEA). The SEA Screening Report was sent to the statutory consultees for comment.  They concluded that a full SEA is not required.  If the Brailsford Neighbourhood Plan is amended the Screening Report and consultation with the statutory bodies will be carried out again

Regulation 14: consultation

In March 2017 Brailsford Parish Council/ Neighbourhood Plan Group undertook consultation under Regulation 14 of the Neighbourhood Planning (General) Regulations 2012. The comments made and actions taken will be included in the Consultation Statement when the Neighbourhood Plan Group submit the Plan to the District Council under Regulation 15.

Background information

An area application was received from Brailsford Parish Council under section 64G of the Town and Country Planning Act 1990 (As amended by the Localism Act 2011) which seeks the designation of the whole of the Parish of Brailsford as a Neighbourhood Area.  Following the completion of the six weeks consultation period, the application for designation of the area as a Neighbourhood Area was approved under the District Council's Scheme of Officer Delegation on 7th April 2015.
