Self and Custom Build Annual Registration Form

The information below is intended to assist you to complete the application form in full.
  1. You will only be eligible for entry in the register if you are:
    • Aged 18 or over;
    • A British citizen, a national of an EEA state other than the United Kingdom, or a national of Switzerland; and
    • Have paid the relevant fees set by Derbyshire Dales District Council
    • Meet the Derbyshire Dales eligibility criteria here
    • Seeking (either alone or with others) to acquire a serviced plot of land within the Derbyshire Dales Local Planning Authority area to build a house to occupy as your sole or main residence
  2. If you are a couple or there are two or more members in your household then please only submit one form. The named person will become the ‘lead contact’ whose name and address will, should your submission be accepted, be included on the register.
  3. Should you be submitting details of an association, you will be required to provide the details (name, address, date of birth and nationality) for each member where these differ from that of the lead contact.
  4. Applicants will be notified in writing within 28 days of the application being received if they qualify for Part 1 or Part 2 of the Register. Applicants that have been unsuccessful for entry onto Part 1 of the Register will be notified in writing and reasons will be given why they are not considered eligible.   5. Individuals will only be eligible for Part 1 of the register if you meet the District Council’s local eligibility criteria including the local connection test and the financial solvency test.
  6. An association is eligible for Part 1 of the register if each member of the association meets all the local eligibility requirements set out above.
  7. All applicants that do not meet the local eligibility criteria (e) will be eligible for Part 2 of the register.
  8. Any person in the service of the regular armed forces of the Crown is deemed to satisfy the local connection test whilst in service and for a period of five years after leaving the service.
  9. Please ensure that you have paid the £50 annual registration fee when you submit your form. The link to the payment facility can be found at the end of the form.
  10. The personal information that you provide to us (Derbyshire Dales District Council) will be used for the purpose of maintaining the Self-Build Register. The register will not be published or shared with any third parties unless there is a lawful basis to do so. The Council will not publish any personal data from the register, but may publish statistical data on trends and the nature of demand. Unless you reapply before the entry expires, the Council will hold your entry on the register for 12 months after which it will be removed. To prove your residency you are required to submit evidence which could include: Household utility bills, Council tax bill, Landlord contract, Electoral register entry form Please ensure that the documents you submit are dated within the last 2 to 3 months.

Failure to provide some or all of the required information will deem your application unsuccessful for entry onto Part 1 and you will be given the option to be placed on Part 2 of the register.
1 A family member is defined in S113 and S186 of the Housing Act 1985 as follows: A person is a member of another's family within the meaning of this Part if— (a) he is the spouse [ or civil partner ] 1 of that person, or he and that person live together as husband and wife [ or as if they were civil partners ] 2 , or (b) he is that person's parent, grandparent, child, grandchild, brother, sister, uncle, aunt, nephew or niece. (2) For the purpose of subsection (1)(b)— (a) a relationship by marriage [ or civil partnership ] 3 shall be treated as a relationship by blood, (b) a relationship of the half-blood shall be treated as a relationship of the whole blood, (c) the stepchild of a person shall be treated as his child, and (d) an illegitimate child shall be treated as the legitimate child of his mother and reputed father. Exemptions are stated in clause 39 of the Act. Exceptional circumstances will be considered at the District Council’s discretion.

2 Applicants that are self-employed will need to meet both the residence criteria and prove that they work more than 16 hours per week to meet the local connection to the area condition.

Step 4 - Pay Fee
Please click here to be directed to the District Council’s online payment webpage .Please select the ‘Other payments’ option from the drop down menu and then select ‘Local Plan Self Build’ option from the drop down menu, then select which the relevant payment option. Those applicants re-applying to maintain registration on Part 1 are to pay the appropriate fee of £50.00 Your application will not be processed until the relevant fee has been paid and received by the District Council.
All personal information provided to Derbyshire Dales District Council will be held and treated in confidence in accordance with the Data Protection Act 1998. It will only be used for the purpose it was given and never sold to a third party.
