Street/road closure
A Temporary Road Closure Order is needed for any event which may stop the flow of traffic on the public highway within the Derbyshire Dales, for example carnivals, parades, etc. The orders are made by the District Council following consultation with Derbyshire County Council and the emergency services.
Applications need to be submitted at least three calendar months before the date of the event and accompanied by a detailed plan (in black and white only) showing the length of road to be closed and the diversion route. A cheque made Payable to 'Derbyshire Dales District Council' for the appropriate amount (see table below) should also be included.
Top tips
- Choose a venue that is ideally off the highway (make sure you have the permission of the land owner) as this means a Road Closure Order isn't needed.
- We can provide you with a Road Closure Order free of charge if that is your only option - but there's more administration involved for the applicant
- If your party has to be on a road, try to avoid bus routes, and if possible, choose somewhere that is not a through route. This means you won't have to bus companies or provide diversion signs

Conditions
You must:
- Apply to the District Council for a Temporary Road Closure Order at least 3 calendar months before the start date. It is illegal to obstruct a road which we have not agreed to close.
- Organisers are required to obtain the approval of the Police. You are advised to contact them at an early stage.
- Include, with your application, a map of the proposed closure (in black and white only). If the road is a major or through road you must also show the diversion route. If you are applying for a road closure for the first time it is useful to discuss your plans with the Police and Derbyshire County Council before you make your application. This will help to check whether your event clashes with other events or highway works and to decide which roads need to be closed and diversion routes etc. This can save time later and reduce the likelihood of objections.
- Provide proof that you have public liability insurance. This is required by Derbyshire County Council to indemnify them against any costs, claims or demands that may arise as a consequence of the event. The insurance policy must be endorsed to cover the liability to and of the Derbyshire County Council.
- Inform everyone (persons and businesses) about your intention to close the road(s) if they occupy premises fronting onto or in the immediate vicinity of the road(s) affected. It is your responsibility to obtain co-operation of local people, such as the removal of parked cars from the section of road to be closed.
- Where closures affect bus routes, the organisers should agree alternative routes with the bus companies and inform Derbyshire County Council of the agreement in writing.
- The organisers should agree with the Derbyshire Fire & Rescue Service, Derbyshire Constabulary and the East Midlands Ambulance Services arrangements for access in emergencies.
- Place necessary road signs and barriers on the highway to warn other traffic that the road has been closed and to show any diversion route. The signs must comply with the Traffic Signs Regulations. You should discuss your proposed signing with Derbyshire County Council and comply with their requirements. You may need to put out advance warning signs ahead of the closure date. Signs must be illuminated during the hours of darkness or inclement weather conditions. Temporary traffic signs can be hired from tool hire companies.
We will:
- acknowledge your application on receipt
- tell you if there are any objections in order to give you the opportunity to resolve them
- Make a Temporary Road Closure Order, if there are no objections, or if any objections have been resolved
- Send you a copy of the Order
- Inform the Police, Fire and Ambulance Service, Area Highways Office, Bus companies and other official bodies that the Order has been made
