Five Year Housing Land Supply

Planning Policy Statement 3: Housing (PPS3) published in November 2006 sets out a requirement for local planning authorities to ensure that there is a continuous five year supply of deliverable sites available for housing.

PPS3 advises that where Local Planning Authorities cannot demonstrate an up-to-date five year supply of deliverable sites, for example, where Local Development Documents have not been reviewed to take into account policies in PPS3 or there is less than five years supply of deliverable sites, they should consider favourably planning applications for housing.

The Five year supply for 2008 - 2013 is presented in the Peak Sub Region Strategic Housing Land Availability Assessment (SHLAA). This assessment of the five-year supply has made the assumption that all unimplemented planning permissions are developable, and compared against the housing requirement set out in the East Midlands Regional Spatial Strategy (Proposed Changes), July 2008. This indicates that the total number of residential dwellings to be provided in the District between 2001 - 2026 is 4800 dwellings. For the five year period (2008 - 2013)the regional target is 890 dwellings in the District and the Council's five-year supply indicates that 952 dwellings will be provided. This indicates a surplus of 62 dwellings.

The five-year supply housing land assessment will be updated annually and the evidence will inform the development of housing policy in the Council's Local Development Framework. It will also be a material consideration in assessing future housing applications.
