Licensing

We are a small section of staff responsible for licensing and regulating a wide range of establishments from animal boarding, dog breeding and pet shops, to those used for carrying on the business of cosmetic piercing, tattooing and electrolysis.

In 2005 we took on a new role as the ‘Licensing Authority’, when the responsibility for liquor licensing was transferred from the Magistrates’ Courts. Licences and Temporary Event Notices are available for the sale or supply of alcohol, and the provision of regulated entertainment and/or late night refreshment.

Our Licensing Policy statement was first approved on 6 January 2005 – this explains our aims and details the issues that will be taken into consideration when applications for licences under the 2003 Licensing Act are being determined. This was reviewed and re-published in December 2007 and will remain under review for a further three year period.

More recently we have taken over the responsibility for licences and permits required under the 2005 Gambling Act - eg amusement with prizes machines (fruit machines), betting shops, family entertainment centres (arcades).  In January 2007 we published the District Council's Statement of Principles, which it will apply when exercising its functions under the Gambling Act.  This policy is currently under review and a revised version will be published in January 2010.

The responsibility for Hackney Carriage/Private Hire Vehicle Licensing (Taxis) transferred to the Licensing Section  in November 2009. Other licences and registrations for street collections, house to house collections and caravan sites are dealt with by other sections of the council.

The offices are open from 9am to 5pm Monday to Friday. The building has disabled access, and a ‘Pay and Display’ car park is situated next to the Town Hall.
