Validation Check List for Applications
The Council has produced a VaIidation Checklist in accordance with Guidance published by the then Office of the Deputy Prime Minister (ODPM) - “Best Practice Guidance on the Validation of Planning Applications” in March 2005.
The purpose of the checklist is to help the authority to achieve good standards of service delivery and provide applicants with greater certainty as to the nature and extent of information required in order to submit a validate planning application.
One implication of having to progress applications with inadequate information is that subsequently having to request and receive this information reduces the chances of an application being determined within government target timescales. Applications vary in nature and scale of proposals; as such the Council will require different forms of supporting documentation to be submitted. The Government’s recommendation is that Local Planning Authorities should specify the scope of information necessary to enable them to determine different types of application through a validation checklist. If the information that is required by the checklist is not included with an application, the authority will be entitled to declare the application invalid and not register or process it. Conversely, applications, which are validated, are likely to contain sufficient information for a decision to be made and this should enable the Council to achieve a greater percentage of decisions within government timescales.
Accordingly, the following checklists have been produced for applications submitted to Derbyshire Dales District Council. The checklists prescribe different requirements for different types of applications. They specify the compulsory requirements including some matters that are required by law, and other matters, which the Council considers, should be submitted in all cases. They also contains additional types of information, which may be needed in certain circumstances.

The Council provides a pre-application advice service, which prospective applicants are encouraged to take advantage. The pre-application service can be utilised to identify what information would be needed from applicants at an early stage, thereby assisting developers in achieving acceptable standards of application submission, whilst at the same time giving the authority a more structured process and more control in relation to meeting performance targets.
Other Validation Criteria
- Plans and elevations will be checked for consistency. Any significant discrepancies will result in the application being invalid.
- Additional copies of application documents may be requested if needed for consultation purposes. The Council officers will endeavour to indicate any such requirements at pre-application stage.
- Plans that are marked “do not scale” or with similar disclaimers will not be accepted and will result in the application being invalid.
