Supplementary Planning Documents

 Supplementary Planning Documents (SPD's) can cover a range of issues, and seek to expand policy or provide further detail to policies in a development plan document. In comparison to Supplementary Planning Guidance prepared previously SPD's now have statutory weight attached to them, particularly in the determination of planning applications.

Derbyshire Dales Landscape Character and Design Supplementary Planning Document

The SPD aims to:

To protect and enhance the character, appearance and features important in the landscape.
To provide detailed guidance on landscape issues to be considered as part of any proposal.
To illustrate and encourage good practice.
To encourage an integrated approach to development which includes comprehensive consideration of landscape issues.
To help developers in their submission of planning applications.


The SPD aims to complement policies NBE8 (Landscape Character) and NBE26 (Landscape Design in Association with New Development) of the Adopted Derbyshire Dales Local Plan by providing detailed guidance on how new development can meet the aims and objectives of policies. It will also raise awareness of the design issues related to landscape character and provide an important reference point for developers on design standards ensuring that future development protects or enhances the character and local distinctiveness of the landscape.

Derbyshire Dales District Council is committed to achieving the submission of good quality landscape schemes. The guide serves the following main purposes:

To expand upon Local Development Plan Policy to provide more detailed and practical design advice;
To inform and guide the reader on issues related to landscape character and design in the areas of:

Planning
Landscape Character
Bio-diversity
Landscape Designations
Protected Trees
Hedgerows and the Hedgerow Regulations
Landscape Design
Landscape Design and Development Sites
Landscape and Visual Impact assessment
Development Sites with Trees
Boundaries including Walls, Hedges and Fences
Domestic Curtilages

Planting
Planting in the Dark Peak
Planting in the White Peak
Planting in the Derbyshire Peak Fringe and Lower Derwent

It promotes an approach to design based on an understanding of the qualities which contribute to landscape character, local distinctiveness and a sense of place in the Derbyshire Dales. It offers greater certainty to owners/ developers in understanding the aspirations of the District Council.
It is an aid with which to assess future planning applications. The Council adopted the SPD on 26th July 2007.

Affordable Housing Supplementary Planning Document 

Derbyshire Dales District Council is committed to improving the supply of decent affordable homes for local people. The main purpose of this document is:

  • To provide detailed guidance on the procedures the Council will operate to determine the amount, type and size of affordable housing to be provided in accordance with the policies in the adopted Derbyshire Dales Local Plan.
  • To provide certainty to developers about the requirements on affordable housing as part of residential developments
  • To demonstrate to local residents that the Council is being pro-active in seeking to deliver an increase in the availability of affordable housing to meet local housing needs.
  • To provide detailed guidance on the amount of financial contribution in lieu of on site provision of affordable housing.
  • To provide principles on the design, appearance and layout of affordable housing.

The SPD seeks to provide detailed guidance on the application of policies
H10 (Affordable Housing within the Settlement Framework of Market Towns); H11 (Affordable Housing within the Settlement Frameworks of Other Settlements), H12 (Alternative Provision for Affordable Housing Outside Settlement Frameworks) and H13 (Affordable Housing Exception Sites in Rural Areas) of the Derbyshire Dales Local Plan (Adopted November 2005).

The SPD will apply to that part of the Derbyshire Dales District Council area for which it is the local planning authority, and will form part of the Derbyshire Dales Local Development Framework. The Council adopted the SPD on 20 July 2006.

Derbyshire Dales Shopfronts and Commercial Properties Design Guidance - Supplementary Planning Document

The intention of this publication is to guide and advise shop owners, occupiers and developers on how to improve the visual quality of the shopping area of which they are part, maintain its special historic character and contribute to the long term benefit that this would bring to the local shopping centres and district as a whole.


Derbyshire Dales District Council is committed to achieving a high standard of shopfront design. The guide serves the following main purposes:

  • To expand upon Local Development Plan Policy to provide more detailed and practical design advice for the alteration and replacement of shopfronts.
  • To inform the reader of:
    o Principles of Design : Quality, relationship to the building, scale and proportion, context.
    o Elements: stallriser, doorways or entrances, doors, glazing, roller shutters, pilasters, console brackets, fascia, cornice, canopies
    o Materials
    o Paint colour
    o Advertisments : Fascia boards, hanging or projecting signage, letter on render.
    o Illumination
    o Security : Lighting, alarm boxes, external roller shutters
    o Automatic Telling Machines
    o Disability Discrimination Act
  • To offer greater certainty to owners / developers in understanding the aspirations of the Council.
  • To be used in the determination of planning applications

The SPD will apply to that part of the Derbyshire Dales District Council Area for which it is the local planning authority, and will form part of the Derbyshire Dales Local Development Framework. The Council adopted this SPD on 4 May 2006.

Derbyshire Dales Conversion of Farm Buildings Design Guidance - Supplementary Planning Document

The special character and appearance of the Derbyshire Dales is an invaluable asset. The appearance of barns and farm buildings and the relationship they have with their surroundings, is an important element of local landscape character, which varies throughout the District. The landscape that provides the immediate setting for barns and farm buildings makes a significant contribution to their character and to the character of the site itself.

The Council is committed to achieving a high standard of design in the conversion of farm buildings to alternatives uses, and this SPD seeks to:

  • To expand upon Local Development Plan Policy to provide more detailed and practical design advice for the conversion of farm building.
  • Inform the reader of building forms and details distinct to traditional farm buildings within Derbyshire Dales.
  • Promote an approach to design based on an understanding of the qualities which contribute to local distinctiveness and sense of place in the Derbyshire Dales.
  • Offers greater certainty to owners/developers in understanding the aspirations of the Council, and;
  • Form the basis for the assessment of planning applications.

The SPD will apply to that part of the Derbyshire Dales District Council area for which it is the local planning authority, and will form part of the Derbyshire Dales Local Development Framework.
