SFRA

Strategic Flood Risk Assessment

Derbyshire Dales District Council, High Peak Borough Council, and the Peak District National Park Authority wish to commission consultants to undertake a Strategic Flood Risk Assessment (SFRA) for the Peak Sub Region in accordance with the advice set out in Planning Policy Statement 25: Development and Flood Risk.

High Peak Borough Council and Derbyshire Dales District Council, together with the Peak District National Park Authority make up the Peak Sub Region as defined by the Draft East Midlands Regional Plan 2006.

High Peak Borough Council and Derbyshire Dales District Council have parallel timetables for the preparation of their individual Core Strategies. Along with the Peak District National Park Authority the authorities consider it appropriate to work in partnership to develop this sub regional SFRA, in accordance with the advice set out in ‘ Development and Flood Risk: A Practice Guide Companion to PPS25 – Living Draft’.

The SFRA will provide an important part of the evidence base for the preparation of the Local Development Framework and in particular the Core Strategy for each of the local planning authority areas. It will also enable the local planning authorities to identify when the application of the Sequential Test to land use allocations is required and where necessary the Exception Test. Furthermore the SFRA will provide useful baseline information for the Sustainability Appraisal scoping and assessment stages.

The procurement strategy being used is to be undertaken in two stages;

Stage 1 is the establishment of a Select List of Consultants capable of undertaking this work. Those consultancies who wish to an express an interest in this contract should download the Pre Tender Qualitifaction using the link set out below. 

Please return this questionnaire, along with the following information:

· A copy of a previous report that indicates the consultants experience of undertaking an SFRA,
· Details of two local authority referees and samples of similar work that the consultants have undertaken within the past two years for local authorities
· The past three years audited accounts

Stage 2 involves the circulation of the tender documentation to those consultancies, who the commissioning authorities has selected to appear on it’s Select List, the submission of the tendered bids and then a appointment panel, made up of Officers from Derbyshire Dales District Council, High Peak Borough Council, the Peak District National Park and the Environment Agency.

The following timetable will apply to the procurement and undertaking of this commission;
