Five Year Housing Land Supply

Planning Policy Statement 3: Housing (PPS3) published in November 2006 sets out a requirement for local planning authorities to ensure that there is a continuous five year supply of deliverable sites available for housing.

PPS3 advises that where Local Planning Authorities cannot demonstrate an up-to-date five year supply of deliverable sites, for example, where Local Development Documents have not been reviewed to take into account policies in PPS3 or there is less than five years supply of deliverable sites, they should consider favourably planning applications for housing.

An assessment to determine whether the District Council has a five-year supply of deliverable sites for housing for the period 1st April 2007 to 31st March 2012 has been undertaken. The detailed assessment is set out below.

The assessment concludes that the District Council does have a five-year supply of deliverable sites for residential development for the period 2007 – 2012. It indicates that in order to meet the residual amount of the strategic requirement set out in the emerging East Midlands Regional Spatial Strategy for the period 2012-2026 residential development will need to come forward at a rate of 147 dwellings per annum.
