Derbyshire Dales Core Strategy
Work has commenced on the District Council’s Core Strategy, a key document in the Local Development Framework, that when adopted will provide the central policies for delivering the District Council’s spatial vision and objectives to 2026. Its purpose is to answer the question “At a strategic level, what is going to happen where and how is it going to happen?”.
The Core Strategy will
• set out a vision for development of the Local Planning Authority area up to 2026;
• set strategic objectives and polices for realising that vision;
• identify broad locations for development, protection or change which will be based on a thorough understanding of the District’s local identity and distinctiveness; and
• set out an implementation and monitoring framework.
The Core Strategy:
• Will include an outline for delivering strategic development needs for the Derbyshire Dales, including housing, employment, leisure and retail and will contain the strategic policies that will guide the sustainable development of the Derbyshire Dales for at least 10 years from when it is adopted and will be integrated with other strategies to provide an effective basis for achieving change.
• Must conform with the Emerging East Midlands Regional Plan.
• Plays a key part in the delivery of Derbyshire Dales and High Peak Community Strategy by looking at all the parts that relate to spatial planning. Spatial planning is about how land is used. It also looks at how places work, how people get around, the services available to them and the communities they are part of.
Core Strategy Timetable
As set out in the District Council’s latest Local Development Scheme (June 2007) the production of the Core Strategy will be prepared to the following timetable:
Start of Preparation Process October 2006
Start of Issues and Options Consultation March 2008
Start of Public Participation on Preferred Options October 2008
Submission to Secretary of State September 2009
Pre Examination Meeting November 2009
Examination May 2010
Receipt of Inspector’s Report May 2010
Adoption July 2010
Issues and Options Stage
Under the new system of plan making, the District Council is required to identify all issues at an early stage in the preparation of the Core Strategy and must be prepared that allows early involvement with the community
Establishing our evidence base we need to include an assessment of:
• How the District works in spatial terms and how it deals with places and their relationships with each other;
• The main issues, problems and opportunities
• Local distinctiveness of the area that addresses local issues
• The changes that are likely to affect the area over at least the next 10 years or more; and
• All the relevant national and regional policies and proposals that have a bearing on the use of space within the District.
To help achieve this, the District Council will be preparing a number of topic papers, details of which are set out below:
Sustainable Development and Development Strategy (June 2007)
This topic paper outlines the characteristics of the Derbyshire Dales of the local planning authority area and sets out the main issues and a number of options for the future broad locations of development, which have been presented for illustrative purposes only, and none of them should be regarded at this stage as a potential preferred option.

Crime, and the fear of crime are an important issue to the residents of Derbyshire Dales. This topic paper examines the patterns of crime across the local planning authority area, and how the Core Strategy can contirbute towards safe and sustainable neighbourhoods.

Leisure (September 2007)
Recreation and leisure activites have grown in recent years. The Core Strategy has a role to ensure that opportunities exist for members of the community to particiapte in both formal and informal activities, as a means of enriching their quality of life. This topic paper examines how the Core Strategy can achieve this.

Climate Change and Floodrisk (October 2007)
The Core Strategy has an important role to play in responding to climate change in particular helping to achieve progress against national emission targets and the effects of climate change. This topic paper looks at the effects of climate change within the Local Planning Authority Area including the risk of flooding.

Natural and Historic Environment (October 2007)
The quality of the Derbyshire Dales natural and historic environment makes the Local Planning Authority area an attractive place to live, work and visit and the quality of life for residents and visitors is determined by the condition of the surrounding environment. Protecting and enhancing the natural and built heritage is important because of the high proportion of sites protected by international, national and regional legislation. This topic paper examines how the Core Strategy can achieve this.
