The Planning & Compulsory Purchase Act 2004 introduced wide ranging changes to the planning system, which seek to streamline the local planning process and promote a proactive, positive approach to managing development.
The Local Development Framework (LDF) is required to contain an integrated set of policies which are based on a clear understanding of the economic, social and environmental needs of the area and any constraints on meeting those needs. These policies are to be articulated in DPDs which should include a core strategy', development control and site-specific policies along with area action plans (where needed). A proposals map illustrating the spatial extent of policies must be prepared and maintained to accompany all DPDs. Supplementary Planning Documents (SPDs) may be prepared to add further detail or guidance to DPDs. They could include site specific briefs and district wide advice on topics such as design.
The policies and proposals contained in the Derbyshire Dales Local Plan have been 'saved' for a period of three years from its adoption in November 2005. In accordance with the Planning and Compulsory Purchase Act 2004 the District Council will seek, where it is feasible or desirable to do, to bring forward local development documents as set out in the Local Development Scheme to replace the saved policies in the adopted Derbyshire Dales Local Plan within this three year period. In the long term the policies and proposals included in the Derbyshire Dales LDF will replace those in the adopted Derbyshire Dales Local Plan. Each of the documents in the Derbyshire Dales LDF will specify which policies and proposals in the Derbyshire Dales Local Plan have been replaced.

Statement of Community Involvement
One of the key differences of the new planning system as introduced by the Planning and Compulsory Purchase Act 2004 is a greater emphasis is placed upon meaningful community involvement. This is reflected by a statutory requirement that the Council has to prepare a Statement of Community Involvement which must set out how people will be involved in the new planning system.

Annual Monitoring Report
